Exposure to old, peeling, and chipping paint is a serious health hazard for children. It can affect their mental and physical development and cause health issues for adults.

As trusted advocates for the health and well-being of all residents, Los Angeles County is committed to protecting families from these health risks.

Services

We provide free testing for chipping and peeling lead-paint hazards. If hazards are found, we will provide the contractors, all materials, and inspection services needed to repair damaged areas inside and outside your units.

Partners

This Program is offered through a partnership between the Los Angeles County Development Authority (LACDA), the Los Angeles County Department of Public Health, and the U.S. Department of Housing and Urban Development.

Benefits

This Program offers up to $45,000 per unit.

$30,000
for lead remediation services.

for health and safety improvements.

Eligible Areas

To participate in the Program, property must be located within any of the following areas:


Cities: Bell, Bell Gardens, Commerce, Compton, Cudahy, Huntington Park, Lynwood, Maywood, South Gate, and Vernon
Communities: East Los Angeles, East Rancho Dominguez, Florence-Firestone/Graham, Walnut Park, and Willowbrook.

2. Submit An Interest Form

Form will be reviewed and you will be contacted.

3. Apply

Application will be sent to the owner for completion.

4. Income Evaluation

Occupants will be contacted and asked to submit income documentation. Staff will determine if the property meets income qualifications.

Tenant occupied rental units: Property must have 50% of the participating units occupied by low-income households. Section 8 tenant based housing units are eligible.

Owner-occupied units: Family must be below the 80% Area Median Income.

5. Property Confirmation

Owners and tenants will be notified if property and units are accepted into the Program.

6. Testing and Remediation

Lead testing will be scheduled. Remediation will only be conducted for areas that test positive for lead hazards.

Program Guidelines

Eligible Applicants

  • Location: Property must be within the following areas.
    • Cities: Bell, Bell Gardens, Commerce, Compton, Cudahy, Huntington Park, Lynwood, Maywood, South Gate, and Vernon.
    • Communities: East Los Angeles, East Rancho Dominguez, Florence-Firestone/Graham, Walnut Park, and Willowbrook.
  • Age: Property must be built prior to 1978.
  • Condition: Property must have old, peeling, or chipping paint present on the interior and/or exterior of property.
  • Tenant occupied rental units: Property must have 50% of the participating units occupied by low-income households. Section 8 tenant based housing units are eligible. Owner-occupied units: Family must be below the 80% Area Median Income.

  • *Depending on the property type additional requirements may be necessary.

Ineligible Applicants

  • Properties located outside the eligible areas.
  • Properties built 1978 or thereafter.
  • Federally-owned housing, public housing, or Project-Based Section 8 housing (Note: Tenant-Based Section 8 housing IS eligible).
  • Properties covered by a pending or final U.S. Department of Housing Development (HUD), Environmental Protection Agency, and/or U.S. Department of Justice settlement agreement, consent decree, court order, or other similar action regarding violation of the Lead Disclosure Rule or HUD’s Lead Safe Housing Rule.
  • Commercial properties.

Required Documentation

  • Application signed by all owners on record.

  • Additional signatures and/or documentation may be necessary based on ownership type.

    Income documents and Program related forms from tenants interested in participating. LACDA staff will work with you and your tenants to obtain this information.

    Documentation Required Based On Ownership Type
  • Corporation/Incorporated
    Documents: Articles of Incorporation including amendments as applicable.
    Signature Requirements: Two executive officers of the corporation must sign: Chief Executive Officer, Chief Financial Officer, Secretary. One person can hold several offices. The name of the corporation should match Articles of Incorporation. Title should match Statement of Information.

  • Limited Liability Company (LLC)
    Documents: Operating Agreement, including amendments as applicable.
    Signature Requirements: Manager Managed LLC - Managers delegated by the Operating Agreement must sign application. Member Managed LLC – All members must sign.

  • Trust
    Documents: Copy of Trust, including amendments as applicable.
    Signature Requirements: The trustee delegated authority to manage the affairs of the trust must sign with full legal name.

  • General or Limited Partnership
    Documents: Certificate of Partnership and Partnership Agreement.
    Signature Requirements: All partners must sign with full legal name.

Property Owner Commitments

  • Property Owners agree to the following:
    • Retain the property for three years after remediation has been completed.
    • Comply with Federal, State, and local governing law regarding non-payment of rent, eviction, and rent increases as to their tenant.
    • Not increase the rent/average utility cost for one year after rehabilitation has commenced more than the Consumer Price Index (generally three-five percent).

What You Need To Know

  • Up to $45,000 per unit may be available:
    $30,000 for remediation of lead-based paint; and
    $15,000 for health and safety improvements.
  • LACDA provides all licensed and bonded contractors.
  • No cost to owners or tenants.
  • LACDA manages all aspects of the Project from collection of tenant income, lead testing, remediation to final clearance.
